Vacancy No.: 9/2017

Background

NNDSWO in partnership with Finn Church Aid Foundation (FCA) is going to implement a project entitled "Education in Emergency: Provision of the Supports for Flood Affected Children in Three Districts of Nepal" in future. The project aims to support selected needy schools to repair their damaged WASH facilities particularly drinking water and toilets. It will also provide direct support to affected children and raise awareness on disaster preparedness and for better recovery process. Now, NNDSWO is seeking competent, committed and dynamic candidates to fill in the following positions.

 1.     Technical Officer (Civil Engineer)

Required No.:                         1 (one)

Duty Station:                          Parsa with frequent travel to Chitawan, and Dhanusha

Expected date to join:           15 January 2018

Duration:                                6 months

Major Responsibilities:

·      Ensure cost estimation and design of the constriction works of the project

·     Monitor and ensure all constructions through project are technically sound and in standard

·    Provide technical backstopping to WASH and Education Mobilization Officers for better field works

·      Coordinate with Technicians of local levels for better results

Requirements:

·         Completed Bachelor's degree in Civil Engineering

·         At least three years' work experience in related field

·         Good communication and coordination skills

·         Presentation and reporting skills

·         Previous experience disaster response will be added advantages

2.     WASH and Education Mobilization Officer

Required No.:                         3 (three)

Duty Station:                          Dhanusha-1, Parsa-1 and Chitwan-1

Expected date to join:           15 January 2018

Duration:                                7 months

Major Responsibilities:

·  Develop good coordination and communication with local government and concerned schools,

·  Build good rapport with and mobilize local communities for effective project implementation,

·      Manage distribution of project support items and maintain up to date records

·      Facilitate awareness sessions on WASH behaviors at communities and schools

·      Prepare progress reports of the district offices

· Work in coordination with Finance Officer for documentation and financial transactions of the project

·  Work as a project focal person in NNDSWO district office and maintain good communication with central office. Also, represent organization in the meetings where necessary.

Requirements:

·         Completed bachelor's degree in education, public health, sociology or related field

·         At least three years' work experience in related field

·         Good communication and coordination skills

·         Presentation and reporting skills

·         Previous experience disaster response will be added advantages

3.     Finance Officer

Duration:                                7.5 months

Major Responsibilities:

·         Ensure standard documentation of each financial transaction of the projects

·         Maintain books of account

·         Periodic tracking of budget and prepare financial reports

·         Support procurement and distribution of different items through project

·         Maintain inventory and leave records

·         Visit project offices and support policy and project compliances

Requirements:

·    Completed Bachelor's Degree in management

·   Have a minimum of three years of work experience in NGO accounting and financial management

·    Computer skill is must. Skill of software based accounting will be added advantage.

·    Practical experience in public procurement and logistics management

BACKGROUND

The consortium of Nepal National Dalit Social Welfare Organization (NNDSWO), Media Advocacy Group (MAG) and Finn Church Aid (FCA) are going to implement SAJHA AAWAZ Project with the main financial support of European Union and co-finance of FCA for three years in five districts of Nepal (i.e. Kalikot, Jajarkot, Surkhet, Mahottari and Siraha). The project aims at creating enabling environment to caste-based discrimination (CBD) affected people to restore their dignity and enjoy rights to non-discrimination. It builds solidarity of wider communities against CBD, and for implementation of laws and policies. It contributes for strengthening democratic institutions at local level. The project also aims to promote partnership at local level for economic empowerment of target groups.

Currently, NNDSWO is seeking competent, committed and dynamic candidates for the following positions:

1. District Project Coordinator (s)

Required Number:                Five (5)

Duty Station:                          District Offices, (Kalikot-1, Jajarkot-1, Surkhet, Mahottari-1 and Siraha-1)

Expected date to join:           By 1 January 2018

Duration:                                34 months 

MAJOR RESPONSIBILITIES:

  • Develop monthly, quarterly and annual plan of action in line with project action plan and implement activities to accomplish the results defined in the project;
  • Monitor activities and progress against District action plan ensuring that these are of suitable standard, cost effective and within budget, and take corrective action within project objectives,
  • Ensure all progress and financial reporting documents are subsequently produced on time and communicated to all relevant persons at central office and other stakeholders, if necessary;
  • Ensure purposeful and planed mobilization of Field Officers; and coordinate for the good performance of Media Officer.
  • Ensure policy procedures, compliances and internal control system of the organization are properly followed in course project implementation and office administration at district level;
  • Ensure the change stories are well and timely documented; and qualitative and quantitative data are collected, stored and communicated to central office and M&E Officer for the project.
  • Develop and maintain strong coordination and good working relationships with stakeholders i.e. beneficiaries, donors, government representatives and other I/NGOs at local level,
  • Represent NNDSWO in related meeting/conference/forums etc. on behalf of organization and project at district level,
  • Work proactively taking every opportunity available to improve the situation of Dalits, women and marginalized people in the district with regard to every aspect of human rights;
  • Work closely with the District Board and members for strengthening district chapter in terms of organizational skills, policies, structures, systems, procedures and good governance practices;
  • Support organization as assigned for achieving organizational objectives and project results.

REQUIREMENTS

  • Completed Bachelor's Degree in social science or management disciplines
  • Minimum of three years of working experience in human rights, community empowerment and livelihood related projects
  • Knowledge of socio-economic and political context on Nepal, Rights Based Approach and Advocacy to development, Dalit and gender related goverance issues
  • Good understanding of GON rules and regulations, Acts and policies regarding non-profit/social sector organizations
  • Good understanding of governing structures and related policies for local level
  • Highly developed advocacy and campaign skills
  • Budgeting and planning skills
  • Understanding on LFA and M&E system
  • Report writing and data management skills
  • Presentation and facilitation skills
  • Knowledge of participatory approach
  • Able to use computer and run office application including MS Word, Excel and Power Point
  • Good written and spoken skills in Nepali and English (local language skill will be added advantages)

JOB RESPONSIBILITIES

  • Develop monthly individual plan in line with district action plan and implement activities in a planned manner,
  • Document changes in communities and collect qualitative and quantitative data (both manual and digital as per requirement),
  • Ensure all activity completion report and financial documentation of the field implementation are produced on time and submitted to district office.
  • Work in the field to coordinate for the good performance of Media Officer.
  • Develop and maintain strong coordination and good working relationships with local stakeholders
